The framers of our constitution were geniuses. They thought of everything. Everything except one thing, that the balance of powers could be altered by the legislature cutting off funding to the judiciary.

It would be much better to build court houses and hire judges than it is to allow Wendy Gramm, while recieving a directorship at Enron, to change the law administratively.

Reliance on administrative rule making has been proven to be a complete failure in some important areas. The lack of conflict of interest in the court system is stunning compared to the legislative branch of our government, even including Texas. Texas has a federal court system, too.
