By looking at the file, is it fair to say that LWIN is not
doing well in Memphis as in other areas (e.g. Phoenix)? I
counted 18 CO codes in Memphis, allowing a maximal 180 k
subscribers (more realistically well below this number).
But if Memphis follows the growth curve of other areas, it
would have reached a >7% penetration rate and a subscriber
base of 180k.

I haven't got time to look at other areas, but do you think
it is a fair assessment?
