I'm not Tim, but I believe I can answer that.

Tape out can actually be defined a number of ways. In laymen's terms, it's the moment when they push the proverbial "red button" and get the process started for the first time on a new device or new device stepping. Realistically, though, there are many steps leading to tape out, and a company can easily count the beginning of tape out as any of those first steps.

First silicon is when the manufacturing actually produces something on the other end. This might occur anywhere from 6-10 weeks after tape out, depending on the manufacturing process, the manufacturing prowess, and the speed at which it gets rushed through the fab, and all these are dependant on the company.
