| First, the Whitewater investigation yielded about 18 convictions, which is not too shabby. Second, it is not the purpose of the independent prosecutor to nail someone. If a case cannot be made, they are supposed to make that clear, too. Third, if there were uncooperative witnesses (for example, Susan MacDougal) and possible cover- up, there is only so much the IP can do. Fourth, whatever problem there may have been in the allocation of resources in such investigations was a function of the law creating the Office of the Independent Prosecutor, which was not under normal prosecutorial constraints.
