I didn't know of the Oracle offer. Oracle's and Sun's futures are certainly linked. I guess Oracle can see the risk of Solaris being pushed into a small niche and is making attempts to keep the expensive way of doing things alive.

There is a difference though between Oracle giving away software that has already been developed, especially if they feel there is no chance of selling it for this project, and Sun being expected to give away hardware that costs them millions of dollars to manufacture.

I have worked on a lot of government projects with EDS. I can't see them being expected to put in free of charge the kind of effort a national ID card project would involve. And I can't think of any other company that would be able to do it. When it comes to hardware/software choices, EDS would be likely IMO to let the govt make that decision.
