Low Cash Positions:
The relatively low cash positions at Stock Funds does suggest much less reserve buying power than at other major lows. 4% cash reserves seems to be a floor for the industry - below which the ratio never goes. Still, that's not a timing indicator, and it doesn't mean we can't have a decent cyclical rebound in the Market.

My best guess as to how we've been able to go higher is that the almost total lack of IPOs has been a primary factor, along with a modest drawdown of cash reserves.
