Seriously, the solution of making people write that check is an excellent one.

That makes almost as much sense as not paying someone their salary until the end of the year. It would create a monstrous cash flow problem. And then there's the problem of all the people that instead of writing a check, would send in a note...Sorry, I already spent it.. Do you not pay government employees and contractor payments until April 15? Or do you rack up another $3T in debt so you can handle cash flow?

Another is making each of the major departments of government get on the telly each quarter, and justify their existance.

The Administration is spending close to $3M for two 30 sec spots during the Superbowl to tell Americans [or anyone watching the Superbowl] that buying illegal drugs may go to supporting terrorism. How much money [tax dollars] would you like to allocate for the Departments to explain/justify their existence. Knowing full well that you couldn't explain what a major department does in a hour outside of major BS. Then there is the Intelligence budget...well, we can't tell you what we're doing.

Give everyone the option - Yes, we must contribut our 30% or whatever it is. BUT, with 1/2 of our contribution we can choose the percentage that goes to which department.

Government expenditures driven by the hot-topic du jour. How do you make a 5 year budget plan based on that? Terminate a contract because Defense isn't a hot topic? Cut Defense in half one year and triple it the next year? Yes, there would be chaos.

Public interest auditors should go through each department of government as if it were a failed business. And report to the American people their opinions. That would be a massive change.

Public interest groups like Citizens' Watch already do reporting. Who reads them? The information is all out there. Anyone can access the department budget[s] for days in painfull detail, who does?
