I don't know why anyone would outlaw cyanide since it is so easy to get rid of. 24 hours in UV light from the sun in a trench and cyanide is gone. Kerr Addison used to make long tailings trenches for off water and by the time the water got to the lake there was so little cyanide in it, it was undetectable by tests. The Inco iron process, or the permanagate process gets rid of cyanide so easily that that the CDN government environmental boards call cyanide a non-issue. Cyanide forms non poisonous compounds so readily in fact it is hard to keep alive for any length of time.

The only thing they (CDN government) are concerned about in tailings is the Blaine or fine sediment load, which cuts off light and covers fish breeding beds, and the heavy metals particularly copper and nickel in the water. There are ways to deal with this.

I used to use a Krebs 16 inch on a 400 GPM pump and the slimes would always report to the underflow under High-G's. Sodium silicate and other methods such as sand/grit filtration beds also work to reduce slimes. Copper can now be reduced by charged carbon bed filtration economically down to 1 PPM in stream flow with no intermediate steps. Basically the insoluble tails problems of yesteryear are can do things today. There should be no bozo excuses of non compliers.
