do you have any idea of the circumstances surrounding the approval of the slots? Were they having a particular problem with personnel gambling off base, getting jammed up with bookies? Were soldiers taking off for Monte Carlo on weekend passes, then getting stranded when they got tapped out?

There were no problems behind it. The group that's putting in the slots is responsible for "Troop morale", but what they are known for is creating "Troop morale" businesses that will make money,,,so they can provide more "Troop morale" businesses. It's a business niche.

In the abstract, it makes sense to offer a service that certainly doesn't lose money and even make a little money on the side to enable other services. That's very reasonable, IMO. Though I think they cross a line [in the best interests of the enlisted] when they put in slots. And I think the fact that it's not well described in the budget request indicates that they know it also.

Or is your judgment of the matter suspended in thin air?

I don't understand that question clearly. Or at least I'm not confident that I do. Perhaps my previous answer covered it.
