It appears the rhetoric is carefully orchestrated. There is something going on among those parties that the administration wants stopped. Bush seems to be being positioned as the hawkest of the administration. If I were a diplomat in these times I would like to have that perception available to me in my efforts to negotiate a stand-down of aid to terrorists. IMHO
