I think that you are right, for the most part. On the other hand, changes at the margin may have a large impact. I should say that it is like the shared chromosomes of chimps and men: we are 98% the same, but that remaining 2% is dizzyingly important! Again, you are right enough that it is hard to keep track of how money is actually spent, or what is being done. On the other hand, there are limits because there are no blank checks, and because ultimately one has to show some results. Attempting to get 100% accountability would be more wasteful, rigid, and inefficient than permitting some degree of fuzziness and latitude......
