I was thinking of results less in terms of management imperatives (re-organizations and the like) than achieving the mandated goals. Good management practice delegates projects, and does not tell the responsible parties how to accomplish the task. Rather, goals are set, and the responsible parties figure out how to meet them, in consultation with management, developing budgets, staffing requirements, and timetables. To the extent that they have to make reasonable requests, and get upper management to sign off, the line managers are limited...

. It is a matter of record that Clinton never got 100,000 cops on the street, but, in the end, got about 60,000, many of whom ended up in desk assignments. There is only so much spinning that can be done if the goals are clear and measurable......

I won't challenge the numbers or ask for source... They probably didn't end up in desk jobs at the direction of Clinton, that most likely was a local decision. And if it was a local decision, perhaps we should be gratefull that the 100,000 target wasn't hit. You would have to ask the States whether it was a good thing; I expect they would say yes...as a reflex action. Nobody turns down money.

On the specific police/crime issue, my position was and is...that's a damn State problem, let the States fix the problem with their own State tax dollars if they think it's important enough, leave Federal tax dollars out of it. The Feds get nothing but grief and criticism all around for trying to help the States out.

There is only so much spinning that can be done if the goals are clear and measurable......

The government is so large, you can always find good and bad numbers. Always. 60,000 police...one/two/three per city on average? Absorbed without notice.

Edit: I acknowledge that I will receive no votes from any police officer. <s>
