That's my point, you can't tell the difference.
I'm on the other side of the government's "trust me" position.
Anything that I can't audit, I'll have difficulty believing is being used in the country's benefit.

The "reasons" given for the black budget is b.s.

It's "black" because they can get away with it, and have the public buffaloed into thinking the intel services accomplish things worth doing, in spite of evidence to the contrary, and aren't engaged in predatory activities against the US, or private wealth-creation, in spite of history. The major part of the black budget goes toward maintaining itself, by whatever means necessary, as is the fundamental nature of all bureacracies.

Unfortunately, the tools used by intel services to maintain their stranglehold on the American budget is a bit different than, say, Health and Human services, which doesn't have platoons of psy-ops and other ops people skilled in subverting democracy in the media and politics and killing people through "suicide" and "heart attacks".

Worse than that, the military has been know to commit treason at the highest levels to stampede the American people into increasing the budget and power. Read this if you get a chance:"Body of Secrets", James Bamford.

This is only part of what Bamford documented:

"The Joint Chiefs of Staff drew up and approved plans for what may be the most corrupt plan ever created by the U.S. government. In the name of anticommunism, they proposed launching a secret and bloody war of terrorism against their own country in order to trick the American public into supporting an ill-conceived war they intended to launch against Cuba."

This happened in the 60's. Imagine what's happening now, without detailed oversight, with a CIA that operates out of a large, new headquarters building that has chisled at the entrance: the "George H. W. Bush CIA Building".

A lot of good people work at intel services, I know some of them, and they are horrified at what kinds of things go on. Others are just cynical with "well, win a few, lose a few" attitude. I don't have that attitude.
