You seem to be very knowledgeable. The one point you made that I would dispute is the notion that the U.S. is anywhere close to universal adoption of 3G technologies. It strikes me that we don't have the radio spectrum properly allocated in this country in order to maximize the utility of 3G. The DoD is stonewalling the FCC on spectrum re-allocations, and others, including non-profits that hold licenses that would be in useful parts of the spectrum for the increase in 3G utilitization are also fighting tooth and nail to keep their bandwidth.

The FCC does not have the will to contest these incumbents. Your timeline is way too optimistic, IMHO.
