Sorry, but don't lay that legalese verbiage on me. The gist of the boilerplate is that Bush can do what he wants, as long as the blame (if anything goes wrong) won't haunt Congress later. This particular resolution only deals with terrorists in Afghanistan and elsewhere linked to the Sept. 11 attacks.

To attack Iraq, Somalia, or some other 4th-rate military power not linked to Sept. 11 will legally require another similar resolution from Congress. No problem - that's what rubber stamps are for.
