You know very well this has nothing to do with "suicidal people in extreme circumstances". The code of bushido called for suicide rather than surrender, and many Japanese acted upon it. Not only did officers often commit seppuku, but there were numerous instances of Japanese blowing themselves up in order to take Allied troops with them. The kamikaze program took their best, most devoted pilots and made them into human bombs. The conception of their opponent, and his probable behavior in defense of the Home Islands, is very relevant to the decision made.

The idea was to shock the Japanese into surrender, by making them think that their very survival as a people was in the balance. Even so, they did not surrender after the devastation of Hiroshima, and Hirohito had to impose surrender upon the Cabinet after Nagasaki. That is a measure of their intransigence.......
