Maurice: PCSTEL, it's an unpleasant idea that governments deliberately keep a shortage of spectrum available, Why not? When I grew up in the Mid-west. Farmers were paid by the Government to deliberately keep an excess supply of corn or soybeans from appearing at market. Farmers were paid to keep their fields empty! It's all about supply/demand. The Europeans have just been smart enough to apply it to telecommunicaitons. PCSTEL
