Clinton cared too little about foreign policy, and never met with his first CIA chief, James Woolsey... When a Cessna landed on the White House grounds several years ago, the joke in Washington was that it was Clinton's CIA chief, Woolsey, desperately (and unsuccessfully) trying to get an appointment to see him.
