"The settlements" means:

1. The bypass roads built to access them, which are a tool to restrict movement of Palestinians between one part of their territory and another. It is extremely difficult for a Palestinian to commute to work (or for pleasure) because of all the checkpoints.
2. The massive Israeli military presence, supposedly to protect the settlers, but in reality to provoke the Palestinians. Tanks, machine gun toting soldiers, F-16s, attack helicopters, etc. humiliate and kill Palestinian civilians every day.
3. The settlers themselves frequently go on rampages, attacking Palestinians and their property. Many of these settlers are on the lunatic fringe of Zionism. This policy of putting them in the middle of Palestine is akin to putting an Aryan Nation settlement in the middle of Israel.
4. The bulldozers are part and parcel of the settlements. Virtually every day, Israel is bulldozing Palestinian homes and buildings, as well as their olive groves, ostensibly to make room for settlements, but also just to piss off the Palestinians.

This kind of stuff is what makes Palestinians angry enough to be suicide bombers, not some irrational anti-Semitism:
