The Arab leaders are completely fixated on Israel. I remember a panel discussion among prominent Arab-Americans and Arab diplomats that appeared on PBS in August 1990. They began by discussing Iraq's invasion of Kuwait but were complaining about Israel within ten minutes. I watched it and thought, "Iraq just invaded Kuwait. Now explain to me how this is Israel's fault?" But Israel is a thorn in their side that they can't help complaining about.

Bernard Lewis has a good explanation in his latest Atlantic essay, What Went Wrong?. He says that traditional Islamic anti-Semitimism regarded the Jews as contemptible (as opposed to Christian anti-Semitism, which regarded them almost as demonic). But this traditional view made the shock of 1948 even worse. It was humiliating enough to be conquered by the Western imperial powers; to suffer the same fate at the hands of a gang of contemptible Jews was intolerable.

Arab leaders do fear a peace. Certainly, Saudi Arabia and Egypt have done everything in their power to sabotage the Oslo talks.
