That is why I tought (think) Sonera was so smart, (almost) automatic (free) GPRS activation.

That is, the activation still need a "yes" from the end user, to reply with a SMS message, if
I remember the procedure correct.
I would guess this too is a matter of consumer laws and regulations.

WAP and GPRS settings are then received by SMS message, either by using the
handset or by logging in from a general desktop to ones Sonera account and
crossing the correct boxes.

And once again, all with that old Sonera thing, ones handset gets a little
instant display SMS message every time sombody or something logs into
ones account, over "desktop internet". (builds confidence for using the over all
system for money transactions,etc, the wallet,visa, bank card calls the
registered owner to say something is happening)

To reiterate, but check the exact figures, remember VAT
(I'm using simpler, closest costs, easier to remeber)

Sonera, three plans

- free activation, no monthly fee, 1 cent/kB ($10/MB)
- middle user plan, low $5 monthly fee including 1MB, additional cost $2.5/MB
- heavy user plan, $15 monthly fee including 10MB, additional cost $1.5/MB

Note the ratio of monthly fee plus included first MBs, and the cost of additional MBs

As a comparison DNAFinland covers another corner of the spectra

- $15 monthly fee and unlimited usage of data

That is, DNA is a "new" operator, brand new (empty) network, few customers, targets
teenagers and students, as well as (local) companies, to start with. (also with
lower DNA-DNA voice calls,etc)

One difference is obviously the 100% coverage plus huge international roaming Sonera already has,
while my guess is that DNA is fairly limited at this point, but can (or must) compete locally
where they have (just installed) coverage.
