They absolutely can be.

... and if you haven't noticed 1xRTT packet-data (which unlike GPRS was touted to be a seamless upgrade) is now officially late in the America's and getting later day by day, and 1xRTT wireless IP data take up in a mobile environment will hinge on exactly the same issues as those faced by GPRS carriers.

Well, Sgt. Friday, give us some facts.

We know that unlike most other countries, S. Korea has been using packet-switched data since early 1999 and has had it operational for almost 2 years. As a byproduct they have some packet data experience others lack.

We also know that as of last year they were authorized by the Ministry to bill by the packet. There are some 4 million 1xRTT phones out there, and most new models over the last 6 to 9 months have been 1xRTT, and ARPU has increased.

Do we know what "3G" multimedia services are out there and to what degree packet data services (as opposed to new features like color displays) have contributed to the replacement of IS-95B phones with 1xRTT models and to what degree the APRU has increased as a result of 1xRTT customers as opposed to IS-95B customers now that packet billing is in place?

Do we know what plans and tariffs are in place?

It appears that each and every Korean sub with a 1xRTT phone is being counted as a 1xRTT sub.

What percentage actually use 1xRTT packet data services?

Feel free to lay out your facts and then make a comparisom to Sonera in Finland who has just this month stsrted actively (rather than passively) marketing GPRS services ahead of two key enablers (WAP 2 & MMS).
