That is incorrect, as I understand it. When VIX and VXN are at extremely low levels, it is interpreted as a warning signal that investors are too complacent, suggesting that the indices have topped out and peaked.

However, when the VXN and VIX begin to move up from these lows levels, this is usually accompanied by steep DECLINE in the indices, the same decline that the VXN/VIX presaged when at low levels. A rising VIX and VXN in this setting would be a warning that the market is headed down, not up.
