One does wonder why unborn kids
qualify for things that post born children do not?

I thought I made that clear. The program IS one for children. Not sure up to what age, but from birth up to some age. This proposal will extend that care to the pre-birth period.

As to socialized medicine, we have a mixed medical system as it is, with quite a bit of socialized medicine already in the system. (As the former financial manager of a rural clinic, I know where of I speak!) The question is not whether we should have some socialized medicine, but how much we should have.
