Actually, I don't think that Gov Davis was opposed to building more power plants. Further, I believe, that the Sierra Club is/was on the record, being in favor of building new gas fired electrical power plants (I belive that they were in favor of the gas fired power plant in San Jose). There were several projects still awaiting approval, and permitting from the the CEC-when the crisis hit..

You are correct, though that there was (and may still be) a shortage of generating capacity in California.
