Define what you mean by "war". There are hardly any (maybe none) who did not have some state of hostilities active during their administration.

Declared war only? Then Truman, Eisewnhower, and LBJ are in the clear. Along with many others.

Foreign enemy? Then those who were President during the almost endless Indian wars are OK.

There was for practical purposes a naval war between the US and France during Washington's administration. Depending on how you look at it, he was a war President or he wasn't.
