You and I both have jaundiced views of human nature, but unlike me you have some sort of faith that government bureaucrats are able to withstand corruption.

I believe that everyone is subject to corruption, and that the only full recourse in the event of corruption is a jury of disinterested men and women who are ready, willing, and able to slam wrong-doers to the full extent of the law.

Jay, or someone else, may point out that even juries and judges take bribes. There's no easy or sure answer, with that, I agree.
