The wartime budget unveiled by the president yesterday promises to return the capital region to the economic boom times of the 1980s, when major increases in military spending fed the growth of scores of Beltway area contractors. Only this time, the defense industry will not lead the way alone.

The Bush budget would increase spending at the Pentagon by $48 billion to fight the war on terrorism, dedicate $5.9 billion to combat bioterrorism and boost spending on information technology by $7 billion. The massive infusion of federal funds would disproportionally benefit the region because so many defense, health and high-tech industries are based in the Washington area.
