Generally, you are correct. However, there is something happening in the Grand Banks that is new and sinister. The fishery has been closed for a while and the cod are not coming back. The ecology has been changed and there is a new climax species on the banks, a noncommercial arthropod has replaced the cod. This fishery may well be lost forever. You may wish to change your optimism to a more guarded and more conservative neutrality.

I lived in Alaska, and I saw the halibut come back. What never came back was the King crab fishery in South East Alaska. Another permanently destroyed fishery.
