What they said:

Most users will have two-way connections that provide up to 64 Mbps on the downlink and up to 2 Mbps on the uplink.

What they didn't say, but would have with more ethical backbone:

This is a shared system, each cell is about 160 square miles, all users in this area share the maximum of 2Mbps. We'll sell the hell out of this system and everyone will get stomped. This set-up, if we can secure a customer base, will be more bitrate constrained than a 56K DUN modem. This system will be non-competitive, on a bitrate per buck or user satisfaction basis with any broadband offering. But we don't give a shit, because we're only trying to sell stock to a remarkable simple witted general public in an IPO exit event.
