Clinton could only pass... The road to national recovery began with Al Gore's tie breaking vote in the first year of Clinton's term. Things progressed from there as Clinton shook Gingrich's hand in New Hampshire and said, "I'll work on this if you will". Congress may have had a supporting role, but Clinton led the way. TP
