I think you're both overstating and understating the difficulties. In fact, Israel is in pretty good military position vis-a-vis its external enemies (although few like to admit it). It's got conventional military superiority along with a nuclear deterrent, and its enemies are barely in the twentieth century, let alone the twenty-first. And besides, it's rich enough now to fund its own military anyway, and I'm suggesting a serious military guarantee to boot. So what we're really talking about is continuing aid so that Israel doesn't feel as obliged as it otherwise would to make tough choices, both domestically and strategically. That's not a necessity but a luxury, and possibly even a harmful one at that.

The real problem is political, and the subject is unlikely even to be raised seriously for a very long time.
