For What it is worth:

All time high for the Dow Jones Industrials, I believe was Jan 14, 2000 with a close of 11722.98.

All time high for the S&P 500, March 24, 2000 with a close at 1527.46

All time high for the NASD Composite, March 10, 2000 with a close of 5048.60

Movement of Industrial production peaked June, 2000 and has fallen since. I should note that this is roughly also the beginning of CA Energy crisis.
