Before the summer of 2000, the CAlifornia ISO released a paper regarding the state of electrical energy consumption (production and imports) expected for the summer of 2000. The release clearly showed that if the summer were hot (and it was), that CA would be in trouble (and it was).

It was also clear, that CA was counting on considerable electric imports from the Northwest. That if electric imports from the Northwest were reduced because of drought (or local demand), CA would be in trouble. During the summer of 2000, I believe, drought conditions existed in the Northwest. Imports of electric power to CA that summer were lower than expected.

The shortage was real. That's not to say that producers didn't take advantage of CA.
