Many New York officials were furious at the surprising move because they had been lead to believe that the fund was separate from the $20 billion promised to the city.

"It was repeatedly made clear that these dollars [from the victims' fund] were not to be included as part of the $20 billion - and we're not going to let that happen," vowed Sen. Chuck Schumer.

"This verges on a breach of faith."

To date, $11 billion in federal aid has been delivered for rebuilding, and New York lawmakers had counted on $9 billion more this year.

Sen. Hillary Rodham Clinton blasted the White House's bookkeeping as "a complete abrogation" of Bush's promise to deliver $20 billion to New York.

campaign promises. I am not surprised that he
broke his promise to New York. As President he
