Now surely you will not pretend for one second that either Bush or Texas invented the game of Federal budget gobble-gobble, will you? How did Texas do when that great Republican LBJ was in office? Ever wonder why there are so many federal facilities in Texas? Why do you think states try to get Their Man elected Prexy? And I believe Reagan may have been one of the better ones in this regard. I don't remember California getting any special treatment. And where in the Constitution does it say that the federal money raised in a state must be spent there? Pork barrel is another name for politics. They don't play it in Britain? Come, now.
