The tag line was two paragraphs later than any referal to reports and a paragraph behind any dates. It's pretty obvious to those who weren't home schooled that the tagline was authored by : DavesM : and is not a quotation. For those who cannot read in context, I isolated the relevant part of the post in my reply.

There is nothing in any of the posts to suggest that the producers might have taken advantage of CA because of any report. More importantly there is nothing to suggest that the producers were pressing an advantage at the time of the report. The report was a prediction of potential shortages, the producer hanky-panky began occuring later after shortages materialized, and at that time Bush and Cheney were in a position to help either California or Enron at their choosing.
