The DOE budget request for FY2003 is $21.9 Billion.

And much of that goes to fund the national laboratories, store nuclear waste, and nuclear research.

I believe any funds for actual production of nuclear warheads (and certainly the missiles themselves) comes out of the DOD budget.

Still, if one adds the two budgets together, it amounts to some 3.9% of GDP... Not particularly high by historical ratios.
