You have to remember that PocketPC200x is WinCE3.0, and WInCE3.0 and 4.0 support more than StrongArm. The reason why Microsoft drew the line at StrongArm has more to do with it being the only one that has enough CPU power to provide the "experience" that Microsoft wanted. For that reason, I don't think that PocketPC2002 is available for the 133MHz StrongArm, although there is no code difference. Here are the processors supported with my version of Platform Builder for WinCE4.0

Distribution of applications isn't a problem either, you can target multiple processors and the installer works with ActiveSync to install the correct binary.

No, the problem has more to do with pricing, the prices I have seen for the current Alchemy chips are a lot more than the pricing I have seen for StrongArm, and Xscale is even cheaper than that...
