Moore's diatribe seems to imply that people within the Bush administration have broken the law

That's your own interpretation. You can investigate that at your leisure. The article outlined immoral and corrupt (and unpatriotic) behavior on the part of the Bush Administration, similar to that of the Clinton Administration in its various scandals (Whitewater, China). Of course, our country has sunk to your level, so Bush will get off scot-free, just like Clinton did.
