The following is provided for INFORMATION only and is not subject to review and approval by the SC sync channel ad hoc group.

13.5 – Framework for Proceeding on Sync Channel Issue

[Acknowledging the inherent conflict of interest between company affiliation and chairmanship position, the SC Chair recused himself.]

This agenda item was chaired by Mr. Hideo Okinaka (KDDI), SC Vice-chair] By way of introduction, contributors were requested to introduce documents made available for this agenda item.

Motorola introduced contribution SC-20020124-018: Framework for proceeding on sync channel issue. This contribution, previously submitted to TSG-C, was submitted as a source for discussion. In introducing the contribution, Motorola emphasized its preference for a single 3GPP2-wide specification.

LG Infocomm presented contribution SC-20020124-023 on behalf of Korea Telecom Freetel, LG Electronics, LG Telecom, Samsung, and SK Telecom. The contribution addresses some concerns and presents recommendations for moving forward.

KDDI presented contribution SC-20020124-025 recommending the SC adopt three recommendations including a single 3GPP2-wide specification in order to resolve the issue.

The Chair summarized the prevailing point raised in the contributions, which centered on whether to pursue a single 3GPP2 specification or regional variations. Following discussion in which clarification on a number of items contained in the contributions was sought and offered, the SC Vice Chair asked if any member had a specific proposal to offer in an effort to resolve the issue on the table.

A proposal was put on the table by LG Electronics and discussed. Motorola recommended a number of modifications to the proposal. The details of the proposals were gone through in detail. The net result of discussions was posted as contribution SC-20020124- 027r4 and is as follows:

DECISION 2002/01-xx

The SC agreed for the Synch Channel issue that:

1. The resolution shall maintain a single specification.

2. The resolution, if it requires such a specification change, shall be available by March 15 for inclusion in Rec. ITU-R M.1457 revision input.

In order to achieve this goal, the SC agreed the following approach:

TSG-C to release, without Synch Channel fix, Release A Addendum and Release B in Seattle meeting.

• To establish an AHG in SC to find the solution based on the requirements set by the SC below.

• The AHG to identify the solution and agree to it based on the consensus.

• Once the AHG reached the consensus, the AHG shall submit the solution to TSG-C for approval according to 3GPP2 procedures. Ad hoc requirements:

• A single specification such that a Release A compliant mobile is interoperable with Release A and all prior standards compliant infrastructure.

• Resolve the Sync Channel Issue such that there is no impact to currently deployed (i.e., Release 0 orIS-95) equipment (MSs and Infrastructure).

The SC Vice Chair opened a call for volunteers for ad hoc chair. Mr. Akira Matsunaga of KDDI was proposed and approved by the Steering Committee. DECISION 2002/01-xx The Steering Committee approves of the appointment of Mr. Akira Matsunaga (KDDI) as Chair of the Steering Committee ad hoc group on sync channel. Mr. Matsunaga was consequently appointed ad hoc chair by the Steering Committee vice chair. All participants were asked to be aware that a meeting of the ad hoc group by teleconference would be convened in the very near future in an effort to move forward.

ACTION 2002/01-xx

Secretariat to establish sync channel ad hoc reflector and to publicize existence of said reflector to participants of 3GPP2 OP/SC/TSG-A/TSG-C/TSG-C WG2/TSG-N/TSG-P/ TSG-S. As far as the disposition of original contributions SC-20020124-018, SC-20020124-023, SC-20020124-025 and SC-20020124-026 are concerned, it was agreed that these contributions were considered by the Steering Committee and led to the formulation of contribution SC-20020124-027r4 whose contents is summarized above. Contribution SC-20020124-027r4 is the only document from this Steering Committee being remanded to the ad hoc group.
