Kansas Bureau of Investigation Signs Contract for Printrak Fingerprint System
ANAHEIM, Calif.--(BUSINESS WIRE)--July 3, 1997--With the selection of Printrak International Inc. (NASDAQ:AFIS) for its next generation of automated fingerprint identification system (AFIS) technology, the Kansas Bureau of Investigation (KBI) will provide agencies statewide with the fastest, highest quality and farthest reaching positive identification tools in the state's history.
Following a competitive evaluation and bidding process, the KBI selected Printrak based on technical merit and price. The contract, valued at approximately $2.3 million, was signed in June.
The Printrak proposal calls for installation of an AFIS 2000 system at the KBI's Topeka headquarters and networked latent print processing equipment at Wichita and Topeka police departments, the Johnson County crime laboratory and a KBI branch laboratory in Great Bend. The KBI equipment will be delivered in approximately nine months.
Eight remote live-scan units will join the network under separate procurements by local agencies, using funds provided by federal grants. In keeping with national law enforcement trends, the KBI has specified a number of performance improvements over its existing AFIS equipment, including:
Integrated live-scan stations, which provide high-quality images and improve search accuracy of KBI's expanding database of 550,000 ten-print records and 30,000 latent prints. Real-time search results with ten-print searches returned in two minutes allowing identification of repeat offenders during booking in a matter of minutes. Compliance with ANSI/NIST standards for compressing and transmitting images to other agencies such as the FBI. Facilitation of greater inter-agency and intra-agency cooperation to solve more crimes. Real-time latent search results in three minutes, allowing more crimes to be solved faster. Electronic interface to the state's computerized criminal history (CCH) database reducing repetitive data entry and streamlining workflow.
In adopting the world's most advanced AFIS technology, the KBI is positioning itself in a network hierarchy between local law enforcement agencies equipped with live-scan units and both federal and regional resources that will be available over the next few years, according to David Sim, special agent in charge of the KBI's records section. KBI will soon join the many other Printrak customers which already enjoy the benefits of real-time, integrated identification solutions that have been operational for years.
The KBI central computer facilities will provide local agencies with immediate identification and criminal history information when a fingerprint match is achieved, or expand the search to the FBI's IAFIS database when the FBI systems become operational. Informal discussions are also under way between neighboring state agencies to allow regional fingerprint searches.
