Since my understanding of the SI conservatives POV of the Enron mess, from their postings anyway, is that it was Clinton's fault based upon Clinton's supposed liaisons with Enron officials when he was in office

I haven't heard that one too much, but then I haven't read the RWET today.

Personally I would say its Enron's and Arthur Anderson's fault. If you want to look at the legal regime that helped them get away with it as long as they did then I would say that this slowly developed over decades with both parties alternatively in charge. It isn't a partisan issue for me.
