You explained everything! Of course it's not about which horse is the fastest, it's about which horse prospective wagerers will think is the fastest given certain complicated conditions that make the outcome interesting and uncertain. Seabiscuit wasn't at his best on a wet track, so that would be taken into consideration. The impost is just one more thing for wagerers to take into consideration.

I was looking at it from the standpoint of the horses, lol. dumbdumbdumb.

Thank you. I'm going to send your explanation to the friend who recommended the book Seabiscuit (which you would LOVE, btw) to me but couldn't explain impost.
