I recently had to cancel my credit card of many years and send in an affidavit. At first when I talked to them over the phone the person I spoke to implied that maybe I had signed onto a porno site when I was drunk and couldn't remember doing so, but then I pointed out that I had not run up a bill in a book store in Moscow a couple of weeks earlier, unless maybe somehow in my inebriation I flew to Russia, bought some CDs, and then flew home again. It took two months, but a couple of days ago I got a letter saying they were canceling the charges.

It wasn't that big a deal, but I can buy some good meals for the $100 or so. I guess people who steal credit card numbers have learned to make charges of less than $50 at a time to avoid setting off any alarms. Some people are probably so careless about charging things that they just don't notice an extra $39 now and then tucked in among everything else.
