I would like to make a blanket statement:

ALL terrorist activities, by anyone or any nation, are wrong. No excuse. Sinful. Unacceptable.

Now, what to do?

1) Establish an independent, non-biased organization to punish the offenders, unconditionally, no questions asked first.

2) Yak on, as we have been doing. Ineffectually.

3) Nothing. Let things continue as before.

I favor #1. Nothing like getting banged on the head, most painfully, for children to stop misbehaving.
