There is a fancy name for making the water molecules wiggle like that - they call it heating!

If the water molecules are prevented from moving about and sharing their new-found energy with their neighbours (by freezing, for example) they are no longer much good at absorbing microwave energy. Ice is almost perfectly transparent to microwave radiation.
