I am afraid you are wrong. FIB tools are everywhere,
almost everyone and their dog has it, and you can buy
their services relatively cheap.
But their time is over IMO. FIBing is the last resort
to proceed with a piece of silicon that failed because
of poor design and verification techniques (and
faulty or misused layout/tapeout tools). In a normal,
successful design environment the FIB technique should
never be used. More, with deep submicron feature
sizes and 6+ layers of metal interconnect, the FIBing
capabilities almost vanish, if you see the trend.
