The real touchstone is versus the 206MHz SA1110. With XScale at 400MHz and the SA1110 at 206MHz, the power difference is closer to 20-30% with aggressive power management. Since we really haven't benchmarked vs. performance, I can't comment on that. For handhelds, you likely won't see anything faster than 400MHz until the shrink to 0.13 micron...
