Yes, that's true. It's a problem when you're the President and everything you say gets broadcast to a variety of audiences. You can't be clear to one audience and carefully obfuscate to another.

I noticed that, in Bush's speech today on his health proposals, he spoke once again about "terrorists and those countries that harbor them." This time he left out the "with global reach." So does that mean that he's just abbreviating a phrase which which we are all (almost all <g>) now very familiar. Or does that mean he's including terrorists like the IRA? Who knows!

Fuzziness can be useful, as you say. Keeps all the bad guys looking over their shoulders. But if the US is about to go off and attack someone, the citizens should be clear on whom and why. Hard to do both at the same time. Makes for full employment for pundits, though...
